The Consumers, Health, Agriculture and Food Executive Agency’s (Chafea), Consumer Programme aims to help EU citizens to fully enjoy their rights as consumers and supporting growth, innovation and the objectives of Europe 2020.
The purpose of the 2018 Operating Grants for the Functioning of Union-level Consumer Organisations Representing Consumer Interests Call is twofold:
- Concluding framework partnership agreements for a duration of maximum three years covering the operating years 2019, 2020 and 2021 in order to establish long term cooperation (partnership) between the contracting authority and the selected partner(s).
- Signing specific grant agreements (SGA) with the selected organisation to co-finance the functioning of their organisation for 2019 (1 January 2019 to 31 December 2019).
Grants may be awarded to European consumer organisations which meet the following conditions:
- Non-governmental, non-profit-making, independent of industry, commercial and business or other conflicting interests, and have as their primary objectives and activities the promotion and protection of the health, safety, economic and legal interests of consumers in the Union.
- Mandated to represent the interests of consumers at Union level by organisations in at least half of the Member States that are representative, in accordance with national rules or practice, of consumers, and that are active at regional or national level.
Proposed activities should promote and protect both, the health and safety as well as economic and legal interests of consumers in the European Union. The operating grants will financially support the functioning of Europe wide consumer organisations which do the advocacy work as well as carry out the concrete education and information activities of the consumer organisations to strengthen the national consumer movements.
Beneficiaries who conclude a Framework Partnership Agreement (FPA) shall be invited to submit a simplified grant application, together with a detailed work programme and the corresponding budget for each operating year. Signing a FPA does not guarantee annual co-funding as the partnership does not per se constitute an obligation to award grants to the partner.
